Third most important aspect, after health and education, of intellocratic governance is availability of free and speedy justice to all the citizens. For this, Intellocracy provides ultimate authority to it, and simultaneously expects ultimate performance and earning by it ultimate respect of the people by its performance, and not by mere authority. For earning this respect, the judiciary has to provide speedy justice to the people. Then only, it shall be considered to have the ultimate wisdom of the nation. With current state of judiciary around the world, it is a herculean task but under Intellocracy it has to be done by every member of judiciary or leave the judicial system. For this ultimate wisdom of judiciary, its functioning shall be logic-based instead of being rule-based or law-based. So laws in intellocracy shall be very brief and of indicative nature only.
One most important empowerment of judiciary is to make it above the ruling community of the nation and to have a tab over them in the interest of the nation only. The nation shall be above all followed by the people.
No Inherent Powers
judiciary shall not have any inherent powers of doing anything and acting in any way. The facts presented to it have to be subjected to logic and adjudicated. The judiciary shall not have any powers to add to or subtract from the presented facts.
No Power for Contempt of Courts
Contempt of court provision puts judiciary above public criticism, which is often misused by the judiciary. So, Intellocracy does not support this provision. The judiciary shall have to earn ultimate respect by it performance in serving the nation and its people.
Government Functioning
The judicial role with respect to governance of the country shall be restricted to formation of the government and shall not be allowed to audit performance of a legally formed government.
Punishment Criteria
Intellocracy does not support ‘equal punishment for equal fault criterion, but rules ‘punishment proportional to status’ of the defaulter. For taking a bribe of Rs 100/- a fourth class employee may be sentenced to a month’s imprisonment, but a government officer shall be subjected to death penalty for the same crime. This provision is to eliminate any possibility of misuse of authority by any person.
Crime and Punishment
Intellocracy puts all crimes under three categories - anti-national, anti-social, and anti-moral. Misuse of official authority, Illegal foreign relationships, food adultration and production/distribution of narcotics and intoxicants are the anti-national crimes for which death penalty may be awarded. Murder, trespassing woman’s modesty, public display of religious leanings, encroachment of public properties, undue business profiteering, disobedience of family norms, etc. are social crimes for which the culprit may be castrated. Thefts, dishonesty, etc are moral crimes for which the culprit may be sent to a labor farm.

Intellocracy’s three basic features are - health, education, and justice - available to all free and uniformly. Here, I take my subject forward on health. This program is based on three pillars -
1. Healthy parents give birth to a limited number of healthy children and take proper care of them.
2. Bad social environment and malnutrition affect children first and make them sick.
3. Medical services are required for the sick and victims of accidents, so should not be allowed to become a business. Promoting this business means promoting sickness.
Intellocratic strategy on health is two-fold - disease prevention and disease curing measures.
Disease Prevention Measures
1. Total Ban on Narcotics and Intoxicants
Production, distribution and import of all sorts of narcotics and intoxicants is declared a crime under intellocracy, for which death penalty is prescribed without any exceptions. Even if some people are habitual and need these for their survival, intellocracy prefers termination of their lives to save rest of the people from becoming sick.
2. Social Forestry
This drive includes planting trees on all road, rail and water-channel sides, not only to improve environment but also for economic gains to the nation. Trees smoothen scorching heats and shivering colds of barren lands - two principal reasons for most of the diseases. All plants and trees are not beneficial to humans and under all circumstances, so these need be carefully selected to suit local climate and populace.
3. Environment Protection
Environment is usually spoilt by industrial wastes, effluents, flues and noises. These can not be prevented from coming into existence, but need be quickly and locally degraded to acceptable limits. Water channels are to be fully safeguarded from these. Habits of people to dispose off their body’s wastes and refuges anywhere, and stray animals are other causes of environmental degradation for which strict and ruthless social discipline measures shall be adopted under Intellocracy.
4. Family Planning
When we move from quantitative approach of democracy to qualitative approach of Intellocracy, and promote social discipline, family size gets automatically regulated. But in the beginning and depending on the local circumstances, population regulation and control measures are to be strictly and uniformly implemented.
5. Food and Nutrition
About food, there are two general rules - fast degradable foods, if not extracted quickly from the body, and hard-to-digest foods cause diseases. Further, their togetherness in the body has compounded effects. Since this is a personalized sector, Intellocracy puts stress on education on food habits and choices.
6. Hygiene and Cleanliness
This is subject of civic senses in a society for which right education is the solution. But for public places, Intellocracy is in favor of making legal provisions. For example stray animals are to be totally eliminated from streets of human habitations.
Disease Curing Measures
With disease prevention measures, diseases are expected to get minimized, even then accidents do take place. So, Intellocracy is geared to take utmost care of contingencies. For this, few but very advances medical service units shall be established at points abut 100 km apart from each other throughout the country, whose services will be free for all.
