Education in Intellocracy

Education is the second most important function of an Intellocratic government after free health services to the people. Educational feature of Intellocracy has two important ingredients - opportunities to all for uniform and free education, and avoidance of competition through strategic planning. Competition exists only when an imbalance of demand and supply is there for want of proper planning. Intellocracy stresses on advance planning in all sectors including education. Commercialization of educational services is totally prohibited in Intellocracy to avoid subversion of Intellectual capability to economic resourcefulness.
Education has two categories - academic for acquiring basic knowledge, and vocation, for application of the basic knowledge, the second may be called applied education or training also.
Various levels of education in the two categories are depicted in the diagram below.
Education Levels
A. Academic Education

    The academic education has a total of six levels -
    1. Primary :
    A five year course concentrated on reading and writing of mother tongue of the children, along with basic knowledge of Arithmatics and history and geography of the local region of the students.
    2. Metric :
    A four year course after Primary with focus on advancement in mother tongue, and a second language of the student’s choice, basic mathematics, science, history and geography of the country.
    3. Inter :
    Three year courses of three sectors - Sciences, Humanities, and Commercial practices. Students shall be able to join any one sector of course to suit their interests and career plans. Here, the students may opt to study either a third language or advancements in the two languages learned at Metric level.
    4. Graduate :
    Three year courses after inter level course in various sectors of education with focus on particular subjects empowering the students with thorough knowledge of their fields of studies.
    5. Master :
    Acquiring command on a single subject is the purpose of this 2 year course after graduation available for each subject of study. The purpose of this course is to develop a workforce for Academic faculty positions.
    6. Research :
    There shall be no teaching classes for research students but the students shall be motivated by their guides to self-study their topics of research using resource libraries in the academic institutions of the country, with no bindings on time and place of self-study.

B. Vocational Education

As shown in the diagram above, the Vocational education has 5 levels in all with each level given the next higher equivalent value as compared to the Academic education.
1. Certificate :
Any matriculate may opt to join a Certificate course of the vocational education. Purpose of this course to prepare a large pool of industrial and commercial workers in the country, considered to be directly productive manpower.
2. Diploma :
Either a certificate holder of vocational education or an inter-qualified student of academic education may join this level of courses intended to produce manpower of supervisory level in production and service industry units.
3. Graduate :
A Graduate of Academic education or a Diploma-qualified of Vocational education may join this level of courses of various fields of production and services. The intention is produce Management personnel for the production and service industries f the country.
4. Master :
A Master of Academic education or a Graduate of Vocational education my join this 2 year course to et prepared for faculty for the Vocational education.
5. Research :
Research in Vocational subjects is same as that in Academic subjects but with a higher rating.

Health for All

Intellocracy’s three basic features are - health, education, and justice - available to all free and uniformly. Here, I take my subject forward on health. This program is based on three pillars -
1. Healthy parents give birth to a limited number of healthy children and take proper care of them.
2. Bad social environment and malnutrition affect children first and make them sick.
3. Medical services are required for the sick and victims of accidents, so should not be allowed to become a business. Promoting this business means promoting sickness.
Intellocratic strategy on health is two-fold - disease prevention and disease curing measures.
Disease Prevention Measures
1. Total Ban on Narcotics and Intoxicants
Production, distribution and import of all sorts of narcotics and intoxicants is declared a crime under intellocracy, for which death penalty is prescribed without any exceptions. Even if some people are habitual and need these for their survival, intellocracy prefers termination of their lives to save rest of the people from becoming sick.
2. Social Forestry
This drive includes planting trees on all road, rail and water-channel sides, not only to improve environment but also for economic gains to the nation. Trees smoothen scorching heats and shivering colds of barren lands - two principal reasons for most of the diseases. All plants and trees are not beneficial to humans and under all circumstances, so these need be carefully selected to suit local climate and populace.
3. Environment Protection
Environment is usually spoilt by industrial wastes, effluents, flues and noises. These can not be prevented from coming into existence, but need be quickly and locally degraded to acceptable limits. Water channels are to be fully safeguarded from these. Habits of people to dispose off their body’s wastes and refuges anywhere, and stray animals are other causes of environmental degradation for which strict and ruthless social discipline measures shall be adopted under Intellocracy.
4. Family Planning
When we move from quantitative approach of democracy to qualitative approach of Intellocracy, and promote social discipline, family size gets automatically regulated. But in the beginning and depending on the local circumstances, population regulation and control measures are to be strictly and uniformly implemented.
5. Food and Nutrition
About food, there are two general rules - fast degradable foods, if not extracted quickly from the body, and hard-to-digest foods cause diseases. Further, their togetherness in the body has compounded effects. Since this is a personalized sector, Intellocracy puts stress on education on food habits and choices.
6. Hygiene and Cleanliness
This is subject of civic senses in a society for which right education is the solution. But for public places, Intellocracy is in favor of making legal provisions. For example stray animals are to be totally eliminated from streets of human habitations.
Disease Curing Measures
With disease prevention measures, diseases are expected to get minimized, even then accidents do take place. So, Intellocracy is geared to take utmost care of contingencies. For this, few but very advances medical service units shall be established at points abut 100 km apart from each other throughout the country, whose services will be free for all.

Gross National Happiness under Intellocracy

Well-being of people of the nation is the primary objective of intellocracy. For ensuring it, Gross National Happiness (GNH) is chosen as the parameter. This is based not only on the health of each individual but also equitable distribution of the national resources amongst all citizens. National happiness is proportional to quality of life of an an average person and inversely proportional to income gap between the highest and the lowest levels of the society. Thus -

Gross National Happiness
= [Quality of Life of Average Citizen/Income Gap between richest and the poorest]

For achieving this, the intellocratic government’s priority is set at general cleanliness in the country, couple with high quality of free and uniform health services available to all citizens in the country, free and uniform educational opportunities to all and speedy justice administration.
GNH is the superset of GNP of the nation based on material aswell as non-material progress of the country. This involves harmonious inter-human relationships in the society, and harmonizing the lives of the people with local natural environment. Putting national resources to use for crime control and curing diseases are their negative uses. Instead, the Intellocracy makes use of the national resources for promoting harmony in the society and health of the people. The GNH give negative marking for such negative usages of the national resources.
To promote GNH, Intellocracy bans totally production and distribution of narcotics and intoxicants, including alcoholic drinks, tobacco and its products, etc. in the country. For indulgence in such activities, Intellocracy provides for a death sentence. in democracie through out the world, maximum crimes against women are committed under influence of alcohol or some other intoxicant.
Another important ingradients of the GNH are Socially Responsible investments by the Corporate sector of the country, i.e. putting more and more money in projects which spread happiness in the society, viz ecologically sustainable practices, profit sharing with employees and due care for share-holders, not merely profit-wise but with humanitarian considerations too. It establishes a concept that financial profits do not take into consideration unaccounted damages to ecology and other social aspects, which may make sustenance of human economy impossible in the near future.

Social Provisions of Intellocracy

Intellocracy’s main purpose is to keep the society in healthy state, for which this system of governance has paid special attention to social reforms. Intellocracy means that the nation utilizes the services of its intellectuals for its progress. It aims at setting in motion an evolutionary process in every individual to develop in him a higher level intellectualism. It provides to every citizen equal opportunities of health, education and justice to empower him to evolve himself. For this purpose, uniform civil code for all in the country, and uniform laws for all territories of the country.

Intellocracy expects its citizens in the interest of all to pay a price for progress in terms of minor curbs on unbridled freedom of democratic rights, and public display of religious practices. Intellocracy is to provide retributive justice to all, and a share in national wealth to all. Intellocracy is going to affect adversely top 10% exploiters of the country’s resources because they won’t be allowed to usurp whatever they like and have political power under their tab. Thus, loss to top 10% shall be gained by the rest 90% population of the country.

Intellocracy is not opposed to democracy, but it refines the latter, to make it more responsive and humanistic. It provides an illiterate unemployed ill-abused person a suitable means of earning, a sense of self-respect, a share in the national wealth, matching health and educational services, and above all speedy justice. In return, it takes away from his right to vote in the democratic process, until he becomes capable of understanding proper use of his voting rights in formation of a responsive government.

Role of Women in Society
A healthy society is born of and nurtured by healthy and respected women of the nation, so their use as merely a sex-toy or a show-piece is prohibited in Intellocracy. Their primary work-fields are their home where future of the nation, the children, is brought up. Family care is also important for social health. So, women, in general, will not be required or allowed to work out of their homes. This shall enhance respectability of both - the homely women and the working men, and provide them utmost psychological satisfaction. If at all, some exceptionally talented woman chooses to work outside her home, she will be allowed to work only for 4 hours a day, to provide her an opportunity to take care of her family.

This is not to undermine capability of women but to have optimal utilization of this the most precious asset of the nation. Intellocracy is not gender-biased, and does not differentiate its constituents on any other basis except their intellectual capability. As far as women are concerned, their intellectual capability is to be utilized for a healthy happy society and for building up a future for the nation.

Uniform Civil Code

Intellocracy does not differentiate its constituents on any other basis such as caste, creed, region, etc., except their intellectual capabilities. So to put all the people at par socially, a uniform civil code in respect of marriage, procreation, divorce and other such matters, shall be made binding on all the citizens and in all the regions of the country.

Rights and Restrains
All rights and opportunities have some in-built restrictions and responsibilities for the citizens, which must be understood clearly. Every gain has a price to be paid. Intellocracy is designed to provide for fast progress of its constituents, by abridgement of their unbridled undesirable rights.

In general, it may be said the Intellocracy does not provide any rights to its citizens, but it certainly provides equal opportunities to all to develop themselves. Technically, every citizen has only rights of equal opportunities, where as his achievements shall be dependent on his capabilities. Simultaneously, Intellocracy bridles liberty of its constituents to bring social discipline without which no individual or national progress can be expected.

Speedy Justice

Under Intellocracy, judicial cases are to be disposed off by the courts within a maximum of 3 months of its filing, else the judicial officer shall be penalised through a legal procedure set for the purpose. Other judicial provisions of Intellocracy are abrogation of contempt of court provisions, and provision of proceedings against an erring judicial officer. Under this provision, if a judgement of a court is reversed by the higher court in an appeal, performance and capability of the judicial officer of the reversed judgement shall be judicially scrutinised and he may declared misfit for being a judicial officer.

Welfare Schemes
Intellocracy advocates for achievements of a person through his capability and diligence only, for the display of which he shall be provided enough opportunities at par with those available for others, and not through any special considerations, such as reservations and welfare schemes. Indian experience of having welfare schemes for the poor and downtrodden classes of the society has proved counter-productive, being major source of corruption, inducing a feeling of beggary amongst beneficiaries. So Intellocracy is against any free doles to anybody but instead provide ample opportunities for working and earning.

Value of Life
Life is a precious thing to be retained and one must be prepared to pay its price or perish. Social morality is the price of life expected from every citizen, so that everybody cares for himself and all others in the society. Those who fail to respect other’s existence, must be eliminated from the society. For this reason, death sentence for social crimes is highly recommended under Intellocracy.Morally, no government can afford to risk survival of others to safeguard lives of a few.

Equality
All humans are born equal but their upbringing, education and efforts make the different from each other. For getting equal treatment, all must strive to prove themselves equal to each other. Intellocracy provides equal opportunities to all, and if some one fails to make use of the opportunities, he has no right to demand an equal treatment from others or the government. Better people make a better society and a better nation - Intellocracy’s objective.

Right to Association
Under democracies all around the world, associations have become tools of exploitation of others, particularly the helpless unorganised sections of society. Further, associations have become reasons of inter-association clashes. So, Intellocracy abridges the right of people to associate on specific issues, to eradicate exploitation from the society.

Religious Displays
Public display of one’s religious leanings is prohibitted under Intellocracy, making it a highly personalised matter of one’s life, and so limits it to one’s home only. All public places built in the name of religions need be demolished or converted to socialising places open to all sections of the society.

National Dress Code
To prevent obscenity in society, particularly by exposure of body organs, shall be regulated by a national dress code, Anybody, outside his home, has to follow it but have free choices to wear dresses of their choice. This dress code shall specify body parts that may be exposed, depending the age and sex basis while out of their homes.

Philosophy of Intellocracy

Philosophically, I find that Capitalism allows every individual citizen to usurp maximum in his powers, while the Communism snatches everything from him making him helpless. Openly, Capitalism is a derivation of Imperialism, while communism is derived from Democracy. But secretly, Capitalism is evolved out of democratic freedom, and the Communism finds its tools in imperialistic monopoly of ruling. If a society adopts Democracy, existence of natural social organism is at stake; and if Communism is adopted, individuality of the citizens is imperilled ultimately. Thus, both the systems are injurious to evolution of human civilization.Now the basic question is - whether there exists a possibility which nourishes both the human individuality and the human society. Current answer to it NO, but our answer to it is a YES. So far, undeveloped and under-developed nations have not applied their minds on evolving a system of governance which suits their own requirements and circumstances, but have borrowed the systems from the developed world, which misfit their expectations and circumstances. Such a new system of Governance is what er call ‘Intellocracy’, meaning thereby that intellectually superior individuals of the society shall rule the country to pull up all downtrodden and intellectually weak individuals to their level, leading to a healthy democracy ultimately. Intellocracy is a philosophical approach to governance, based on uniformity of opportunities to all to blossom, directed at overall development of the nation and progress of all all individuals of the society in accordance with their performances. The greatest beneficiary of the new system is the poorest of the country getting opportunities in all sectors of life equal to the best in the society. The ruling intellectual class has little to gain in the new system as it shall enjoy facilities and have opportunities equal to the most backward in the society. The system utilizes the the intellectual reservoir of the country for its overall development. In its design, various philosophical considerations are as follows :

Human Psychology :
People want something based upon their individual exposures and limitations. If they are provided only what they want, there can’t be any progress. Purpose of a government is to provide its people greater exposure and capabilities. On this count, Democracy fails miserably as it can not deliver what people don’t want

.Individualism :
Individuals as basic units of society must be developed perfectly in physical, mental, psychological, ethical, aesthetic and philosophical terms. This is the most basic tenet of Intellocracy. Physical health, education of Arts and Sciences, and moral character are three basic inputs of development of an individual. Thinking capability and exponence of philosophies are important outputs of a developed person.Individual conscience is the science of all sciences and the only fundamental source of wholeness of the individual with social subjectivity. Intellocracy aims at blossoming consciences of all its constituents, though individual differences matter and must be given due weightage. Intellocracy aims at developing all its constituents to perfect levels, through understanding their differential parameters, problems and potentials; and then providing them optimum opportunities and guidance for development. For this, Intellocracy’s basic acceptance of reality ‘that all are not equal - physically and mentally’ is the key. Accordingly, similar treatment to all yields no results. Development can not be forced through facilities and charities which, on the other hand, make people to feel inferior - the beggars. Development is an evolutionary process which can only be induced through providing opportunities and respect to the individual’s plain realities, how-so-ever bitter these may be. Imaginary perceptions of equality leads us to imaginary development, leading to more dangerous perceptions.

Realm of Two Wills :
Left to himself, every individual in the world behaves the same way - looking for delicious food, sexual pleasures, unbridled freedom, and unparallelled self-esteem. This is virtual will only partially materialised in practical lives. Apart from this virtual will, every individual has a real will to be looked by others, and so behaves in a decent and disciplined way. This will is also deeply ingrained in human psyche, like the virtual will. Basic reason for these two diametrically opposite existencies in every individual, is the will to procreate for his immortal existence in the world. Buffer zone between these two wills is the pregnancy and the foetal development inside a woman’s womb. From the ecstasy of wild sexual pleasures before pregnancy, the person starts getting restrained and disciplined as the foetus keep on developing into a new born.The virtual and the real wills coexist in every human-being for the whole of his life. No governance system has ever thought of, and hence never though of catering to both these wills, almost all subjecting the virtual will to the real’s subordination in varying degrees, with imperialism at one end and the communism at the other.  The Intellocracy caters to both at the same time. It provides liberty to the individual within boundaries of his personal life to satisfy his virtual will, and simultaneously, it restrains the individual as a social unit to social-discipline to satisfy his real will. This leads to overall development of the individual.As a result, personal living rooms of the individuals shall be treated as sacrosancts by Intellocracy and the state disallowed to peep into these. While outside, the individuals shall be subjected to strict social scrutiny.

Totality Approach :
Intellocracy is not merely a strategy for capturing and retaining ruling power - like the Plutarchy and Communism, nor merely like a half-baked economic strategy - like the Communism, nor merely a social transformation - as tried by many social reformers. It is a philosophical approach covering all the three aspects of modern human societies - all three interacting and influencing each other.

Realistic Approach :
Intellocracy is a lesson from our past glorious people that we must strive for the best, irrespective of what is in practice. Betterment is a revolutionary these not persuable by routine practitioners. Intellocracy is based on hard realities of present - socio-economic disparities, ruled-ruling gaps, etc., and aims basically at active and conscious involvement of intellectuals in the governance and other affairs of the nation. It is a philosophy of living in the present, not sacrificing the present for a future, and not over-shadowing it by the past.our relationship to past, and our road to a future is solely governed by our present actions, neither  by the past glories nor dreams of a future. We have to be fully conscious of our present, for linking it the past, and or planning for a future.        

Citizenship :
In every democracy in the developing and under-developed world, there are millions of citizens who have no shelter of their own in their fatherlands, while many other citizens have multiple spacious houses under their command. Those having no shelter in their own, can not ne expected to have any affinity with the fatherland. Intellocracy proviides for a minimum respectable space for each of its constituents for residential purpose free of charge, to inculcate in him a feeling that he is also an owner of the nation. This is also his license of citizenship of the nation. The details of this scheme are given section ‘Land Management under Intellocracy’.

Means of Production :
There are mainly two types of means of production - capital-intensive  industries, and the labor-intensive agriculture. Industrialists earning through their efforts are left free to produce more and earn more, thus contributing more to the national wealth. The farming sector is safeguarded from gaining control of more means of production through use of capital. For this purpose, all land of the nation is put under state control, and is provided to any citizen desiring to put his labor to cultivate the fields of his desired size and location on a nominal lease-rent basis. Thus, nobody but the labor of the farmer shall control this means of production.

Global Vision, Local Action :
It is good to have a global vision for our future, but for this we can not afford to ignore our local conditions. For this reason, Intellocracy provides for action based on local conditions of a nation, for fulfilling global aspirations of the nation. Ignoring local conditions and imitating foreign activities is costing the present democracies, like India, dearly. For example, computerisation is good for meeting a nation’s global aspirations, but mass-scale unemployment in the nation must be considered first before taking up computerisation. No nation can become a global power if its youth have unemployment and under-utilization. 

Cooperation vs Competition : 
I am of firm opinion that competition is against human’s will of being social animals. Each of the human society has its evolution in mutual cooperation. Competition is a wild animalistic trait, which arises only when demand and supply of something is unbalanced which is a result of lack of planning. Intellocracy puts maximum stress on demand forecasting and adjust production accordingly, to eliminate any competition in a nation. For this purpose, the nation will have a high-powered ‘Demand Forecasting Commission’ and its directions for production of various item in the country shall be binding. The Commission shall also regulate prices of produced commodities.Based on these philosophies of human nature, the Intellocracy is going to be proved as the most humanistic system of governance.

Land Management in Intellocracy

This is the most important aspect in a government’s functioning. Intellocratic concept provides a respectable share in the natural wealth to every citizen. Such a provision is found in no other system of governance. The most important natural asset of a nation is the land, so its fair and optimal distribution and utilization is very important for the nation’s economy. Further, with state control over land, adequate uniformity of development of the whole area under the state can be ensured. For this purpose, residential locations have been put under four categories -Metropolis, Cities, Townships, and the Villages.

The first provision of land management is its state ownership, that means private ownership of land is totally prohibited under intellocracy, but every citizen gets a share of it as per his requirements. The land is provided by the state to its citizens for different uses under following provisions -

(i) Residential Land :  Every citizen has a right to have a residential accommodation for himself and his family. So, every married couple or a single person above the age of 25 is provided a piece of land measuring 200 sq. mteers. without any cost to him. He can do any type of construction on it and use it as his residence and a kitchen garden for himself.This provision is called as ‘free-housing lease’. At any time, if the leasee desires to change place of his residence, he can surrender the earlier leased land to the state and get the land at any other place of his choice. However, the state shall not provide anything for the construction work doone by him on the previously leased land. This is prevent frequent shifting of residential places by the citizens. The land piece, thus provided, is also an identity of the citizen in the nation. In turn, this provision develops an affinity for the nation in the citizen’s mind.

Just notice the present situation where many citizens of a nation do not have a shelter of their own in the country, because they can’t afford it. How and why the nation should expect any feeling of patriotism in the minds of such citizens?

If, for some reason, a citizen needs more than one residential spaces or desires to have larger spaces, he can do so but he will have to pay a lease rent for the additional space.

(ii) Agricultural Land : Land’s main use is its cultivation and grow foods and other goods on it. This generates national wealth, so its main point of consideration is the optimum utilization of agricultural land. Under intellocracy, it is available to every citizen at the place of their choice subject to availability, and as per his demand without any limit on measurement. The lease-holder is required to pay a nominal annual lease lent for his possession. Agricultural land shall be available in rural areas only.

Since, agricultural land shall be available to all, no agricultural labor shall be available in the country. This will ensure that a person will possess the agricultural land which he himself will be able to cultivate. This will also ensure optimum utilization of the land. Wit mechanized farming, such land leases are expected to be in large sizes only, but the state shall not put any limit for such leases. Such a leased land can also be surrendered by the lease-holder at any time.

(iii) Industrial Land : This is another productive use of land, which will be available to the desiring citizens as per their requirements on annual lease-rent basis. This lease-rent shall be higher than the agricultural lease rent, but lower than the additional residential lease-rent. The industrial land shall be available in cities  only to ensure that the industrial units get a work force easily, and the metropolises are not over-crowded by the industrial work force.

(iv) Commercial Land : Commercial establishments are allowed in all the four types of residential locations, but the lease rent shall be different, highest

Concept of Intellocracy

Democracy provides equal voting rights to all citizens, while all the citizens do not have equal intellect, their intentions are not of equal value, and most importantly, their interests in the formation of a government are not of the same intensity. These things are of great value for electing a right government for a nation. Therefore, governments formed through democratic process are failing to meet the expectations of their people, in most of the democratic countries of the world. I was thinking that probably American countries are electing their governments properly and so are getting good governments, but I am shocked to receive a comment on my blog that description of failures of democracy in India look like those on American countries. This is indicative of the fact that cracks in democracy have started appearing to most of the thinking citizens of the world, and we need some thing better than democracy. The answer is the ‘Intellocracy’.

Intellocracy, in brief, means rule of the intellect of a nation. This is opposed to quantitative approach of democracy and is conceptualised to have a qualitative approach for electing a government for a nation. This is done by giving different weightage to votes of different categories of people in the nation. As an elaboration of it, everybody in the world would agree with me that a highly qualified citizen must be given a higher rating than an illiterate compatriot of his. Like this, we have other factors of a citizen’s qualities for providing him a higher weightage. Some of these are - Maturity in terms of Age, Family Background, and Intellectual Level. No doubt, economic level of a citizen also counts, but if it is given consideration in formation of a government, a vicious circle may cause grabbing of political power by the economically sounder citizens, as is happening today in capitalistic and may defective democracies of the world. So, I am of the opinion that the economic level be left out of the voting value considerations.

Although, the vote weightage considerations may vary from one nation to other due to their historical and geographical backgrounds, I suggest here a general model for vote weightage -

With such a rating, a citizen may have his vote weightage anywhere from the highest level of 12 to the lowest level of zero. This shall give a qualitative touch to the government that is elected. Here, one important point is that I have provided zero marking to a person employed by the government, which is not accidental but a well-considered opinion. Since a government-employee already has a say in the working of the government, he need not have any valuer in electing the government.   

The most glorious advantage of intellocracy is that it provides an incentive to the citizen to become quality-conscious in inner as well as outer considerations. This is what the humanity is supposed to acquire for further evolution. Quantitative approach of democracy is dragging the humanity towards animalistic levels, degrading the world of ours. This is what we, the intellectuals of the world, are gradually coming to realize.

Failures of Democracy

The concept of Democracy was propounded by a notable Acropol Democritus more than 2000 years back, which was very aggressively criticized by Aristotle who, being in power, ordered to burn all the writings of Democritus. Today, we don’t have much of Democritus works except his few quotations. This great philosopher lived in Acropolis, birth place and citadel of Greek civilization. All citizens of Acropolis were educated, nationalists and well-cultured. Democritus devised Democracy to enable every citizen to participate in the working of the government, in their assemblies in Athena, now known as the Athena temple. The system of equal rights and participation in the decision making process was an ideal for the civilized humanity. It worked up to the time when Alexander’s father Philips invaded Acropolis and chased the Acropols out of their place. Most of them fled to India to work with the Theos there. In Indian context, the Theos are known as ‘Devas’ and Acropols as ‘Agrawals’.Democracy is an ideal system og government for a civilized society. It has some basic requirements and expectations from the citizens. Not all societies fulfil these requirements, hence are not suitable for a democratic rule. The minimum requirements for a democracy are equitable distribution of wealth, good physical and mental health of the people, and most importantly a well-educated and disciplined society. Exploitation of each other by the members of the society is a bane of democracy.Without any regard to these basic requirements, free countries around the globe have chosen to adopt democratic form of the government for themselves. This has led to democratic failures in developing and under-developed world. India, said to be the largest democracy of the world, is a stark example of democratic failure, wherein neither rule of the majority exists, nor people are free and considerate enough to vote for a responsible political leadership. In general, people of India are illiterate or under-educated to understand the value of their right to vote for a government. They are under severe compulsions and many times greedy enough to elect a wrong leader for the government. Such a leadership, takes care, in its own interests of perennial rule over the country, that the people remain under-privileged and uneducated, sick - physically and/or mentally, and most importantly, they don’t get justice.This situation in India has forced me to devise an alternative to democracy, which I put forth here, point by point, for a public debate.
